Navy ribbon order of precedence, explained

Every Navy award has a fixed position in the order of precedence — from the Medal of Honor down through unit awards, campaign and service medals, and marksmanship ribbons. On the uniform, the highest-precedence ribbon is worn on the top row, closest to the wearer's right (the viewer's left), reading down and outward from there.

Building a regulation rack

Ribbons are worn in rows of up to three. When your count isn't a multiple of three, the partial row goes on top — seven ribbons stack 1-3-3.
